Overview

Our client is an award winning global integrator supporting a major branch of our Armed Forces.  They have an immediate need for a Construction in Progress Subject Matter Expert. This is a fully REMOTE position offering the opportunity to support mission-critical programs while applying deep expertise in DoD financial and audit practices. The CIP SME will provide subject matter expertise on Department of Defense Construction in Progress (CIP) processes, focusing on audit compliance, financial accountability, and lifecycle oversight.

 

Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Responsibilities

  • Providing audit compliance guidance aligned with DoD CIP processes.
  • Driving the achievement of CIP project milestones and defining capitalization criteria.
  • Applying audit and financial knowledge to ensure effective financial accountability.
  • Collaborating with stakeholders to document processes, define key control points, and support change management related to:
    • Construction project oversight
    • Financial reporting
    • Proper project set-up in NexGen
    • Asset transfer-in process
  • Advising on federal accounting practices to ensure compliance with:
    • DoD Financial Management Regulations (FMR)
    • Generally Accepted Accounting Principles (GAAP)
    • Audit readiness standards
  • Offering guidance on construction and repair project classifications and determining capital vs. expense treatment in accordance with DoD policy

Qualifications

  • Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE
  • Expertise in DoD Construction-in-Progress (CIP) processes, project lifecycle, and capitalization criteria
  • Strong understanding of federal accounting practices, audit readiness, and DoD FMR/GAAP compliance
  • Familiarity with construction funding types (MILCON, O&M, RDT&E) and budget reconciliation
  • Experience with NexGen IT and Microsoft Office tools (Excel, SharePoint, Teams)

 

Preferred Qualifications:

  • CPA or similar accounting certification
  • Experience supporting DoD construction agents (e.g., USACE, NAVFAC, DAF)
  • Knowledge of financial systems (e.g., CEFMS, DEAMS, GFEBS, TRIRIGA, eProjects)
  • Strong communication skills for stakeholder engagement and financial briefings
