Overview

We are seeking an experienced Oracle HCM Custom Development Lead / Visual Builder Studio Developer to support a large-scale Oracle Fusion Cloud HCM implementation. This role will lead development efforts focused on extending Oracle Fusion HCM using Oracle Visual Builder Studio (VBS), Oracle APEX, Application Composer, and Page Composer while following a configuration-first approach. The ideal candidate will provide technical leadership, develop upgrade-safe extensions, and support the delivery of innovative HCM solutions within a complex enterprise environment.

 

This role is based in Ashburn, VA, and is primarily remote. Per our client contract, candidates must be US Citizens and able to obtain and maintain a Public Trust clearance.

Responsibilities

  • Lead a team of developers in the design, development, and deployment of Oracle Fusion HCM extensions and customizations.
  • Develop custom page layouts, embedded applications, and user interfaces using Oracle Visual Builder Studio, Oracle APEX, JavaScript, HTML5, and Oracle JET.
  • Build and support REST API integrations between Oracle Fusion HCM and external systems.
  • Create and maintain custom reports, data extracts, and dashboards using Oracle BI Publisher.
  • Manage sandbox environments and promote configurations and extensions across development, test, and production environments.
  • Establish development standards, code review processes, and version control best practices.
  • Collaborate with functional teams to translate business requirements into scalable technical solutions.
  • Provide technical guidance, mentorship, and support to junior team members.
  • Troubleshoot complex application and integration issues and support production deployments.
  • Ensure all solutions align with Oracle extensibility standards, accessibility requirements, and security best practices.

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent experience).
  • 5+ years of software development experience supporting enterprise applications.
  • 3+ years of hands-on experience with Oracle Visual Builder Studio (VBS), Oracle Visual Builder Cloud Service (VBCS), or Oracle APEX.
  • Strong proficiency in JavaScript, HTML5, CSS, REST APIs, and web application development.
  • Experience with Oracle Fusion extensibility tools, including Application Composer, Page Composer, sandboxes, and personalization frameworks.
  • Experience developing reports with Oracle BI Publisher.
  • Proven ability to lead development teams in Agile or SAFe environments.
  • Strong understanding of Oracle Fusion Cloud upgrade-safe development practices.
  • U.S. Citizenship required; ability to obtain and maintain a Public Trust clearance.

 

Preferred Qualifications

  • Oracle Cloud development certifications.
  • Experience supporting Oracle Fusion HCM implementations in large enterprise or federal environments.
  • Experience with Oracle Integration Cloud (OIC) and Oracle Cloud Infrastructure (OCI).
  • Knowledge of Oracle Fusion HCM modules including Core HR, Compensation, Talent, and Workforce Management.
  • Familiarity with Section 508 and WCAG accessibility standards.
  • Prior technical lead experience mentoring developers and reviewing solution designs.
