The Squires Group is seeking an experienced Emergency Management Program Coordinator to support a critical emergency management program for a leading utility organization in the Washington, DC metropolitan area. This role will serve as the primary day-to-day administrator and coordinator of the organization’s Emergency Management Program, supporting emergency preparedness, regulatory compliance, organizational readiness, incident response, and continuous improvement.

The Emergency Management Program encompasses internal program administration, external coordination, and training. The successful candidate will work closely with Operations, Safety, Security, Environmental, Regulatory, Communications, and Executive Leadership teams to develop, maintain, and enhance emergency preparedness capabilities across the organization.

This is a highly visible role for an experienced Emergency Management professional who can operate independently, build strong relationships across business functions, and provide subject matter expertise during both planned exercises and actual emergency events.

• Serve as the primary day-to-day coordinator and administrator for the Emergency Management Program.
• Develop, maintain, and update corporate Emergency Response Plans (ERPs), emergency procedures, response guides, playbooks, checklists, and related documentation.
• Ensure emergency management activities align with applicable regulatory requirements, industry standards, and organizational policies.
• Support implementation and sustainment of the organization's Emergency Management Framework.
• Track preparedness metrics, program performance, corrective actions, regulatory commitments, and other program deliverables.
• Identify program gaps and recommend improvements to strengthen organizational preparedness, resilience, and response capabilities.
• Lead annual reviews and updates of emergency response plans and supporting documentation.
• Coordinate emergency planning activities with field operations, engineering, gas control, safety, and corporate functions.
• Support risk assessments and preparedness evaluations related to utility operations and critical infrastructure.
• Ensure emergency response plans and procedures align with Incident Command System (ICS) and National Incident Management System (NIMS)
• Provide support during emergency activations, significant incidents, and crisis events.
• Support Emergency Operations Center (EOC) activation and operations.
• Assist Incident Management Teams (IMTs) and organizational leadership during emergency events.
• Support situation reporting, incident documentation, after-action reviews, lessons learned, and corrective action tracking.
• Participate in on-call and emergency response activities as required.
• Administer and support emergency notification and accountability systems, including Everbridge.
• Manage alerting protocols, user administration, system testing, reporting, and notification exercises to ensure system readiness.
• Partner with Corporate Security to integrate security incidents, physical security threats, insider threats, and business continuity considerations into emergency response planning.
• Support business continuity, resilience, and crisis management initiatives as needed.
• Assist with development of security-related emergency response procedures and response playbooks.
• Build effective working relationships across operational and corporate teams and provide guidance and subject matter expertise to stakeholders.
• Provide strategic recommendations to leadership while maintaining responsibility for day-to-day program execution.

• 10+ years of professional experience in Emergency Management.
• At least 5 years of experience supporting emergency management, crisis management, business continuity, public safety, utility operations, critical infrastructure, military, law enforcement, or industrial operations.
• Demonstrated experience developing, implementing, and administering emergency management programs.
• Experience developing and maintaining emergency response plans and preparedness programs.
• Experience designing, coordinating, and conducting emergency exercises and drills.
• Experience supporting Emergency Operations Centers (EOCs), Incident Command structures, or emergency response teams.
• Ability to work independently with minimal supervision and exercise sound professional judgment.
• Strong project management, organizational, and stakeholder engagement skills.
• Excellent written, verbal, presentation, and facilitation skills.
• Advanced proficiency with Microsoft Office Suite.
• ICS-100, ICS-200, and ICS-300 certifications.

Preferred:

• Experience within the utility, pipeline, natural gas, energy, or critical infrastructure industries.
• Experience supporting PHMSA-regulated operations.
• Experience with Everbridge or similar emergency notification and accountability platforms.
• Experience supporting business continuity, resilience, or crisis management programs.
• Experience coordinating with emergency management agencies, public safety organizations, or other external response partners.
• Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Business Continuity, or other relevant Emergency Management certification.

Compensation

• The compensation for this role as a consultant starts at $50/hour, based on experience and qualifications. This rate is subject to change.
