Overview

Our client is an award winning global integrator supporting a major branch of our Armed Forces.  They have an immediate need for an Operations Strategy and Modernization Analyst to work a hybrid schedule at the Pentagon. In this role, you will support enterprise Civil Engineer Operations initiatives by connecting installation-level maintenance and infrastructure activities to strategic planning, modernization, asset management, and readiness objectives across the organization.

 

Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Responsibilities

  • Support the planning, implementation, execution, and continuous improvement of enterprise Civil Engineer Operations strategic initiatives.
  • Support execution of the Civil Engineer Operations Strategic Implementation Plan (SIP) by coordinating enterprise initiatives, integrating cross-functional efforts, and monitoring progress toward strategic objectives.
  • Coordinate with Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, installations, and other DoD organizations to advance enterprise priorities related to Civil Engineer Operations, infrastructure modernization, enterprise asset management, engineering standards, and installation readiness.
  • Develop and maintain Plans of Action and Milestones (POA&Ms), implementation plans, strategic roadmaps, performance measures, executive dashboards, and strategic reports supporting enterprise initiatives.
  • Coordinate milestone updates with action owners, identify risks and barriers to execution, and provide recurring status updates and recommendations to senior leadership.
  • Perform program analysis by identifying trends, evaluating organizational performance, assessing strategic initiatives, and developing decision-support products and recommendations for senior leadership.
  • Coordinate cross-functional initiatives and stakeholder actions to integrate enterprise requirements, resolve execution challenges, and accelerate strategic initiative delivery.
  • Support strategic initiatives involving Unified Facilities Criteria (UFC) modernization, infrastructure hardening and resilience, utility modernization and recovery planning, fuel-storage advocacy, enterprise asset management modernization, Condition-Based Maintenance (CBM), infrastructure condition assessments, equipment modernization, Airman-Centric facilities initiatives, automated diagnostic technologies, and business process transformation.
  • Translate installation-level operational requirements and tactical activities into enterprise-level strategies, implementation plans, and recommendations that support broader Civil Engineer objectives.
  • Bridge the gap between base-level Civil Engineer Operations and Headquarters-level strategy by identifying opportunities to standardize business processes, improve asset management, strengthen readiness, and enhance operational effectiveness.
  • Research emerging technologies, industry best practices, and innovative business processes and assess their applicability to Civil Engineer Operations programs.
  • Support development of business cases, strategic recommendations, implementation approaches, and adoption plans for emerging technologies and enterprise modernization initiatives.
  • Develop and deliver executive-level briefings, dashboards, reports, talking points, and other decision-support materials communicating initiative status, risks, performance, and recommendations.
  • Monitor strategic initiative performance and ensure implementation activities remain aligned with enterprise priorities, established milestones, and measurable outcomes.
  • Support governance activities, working groups, and stakeholder forums focused on strategic planning, modernization, infrastructure resilience, asset management, and Civil Engineer Operations transformation.

Qualifications

Education & Experience

  • Bachelor’s degree from an accredited university.
  • Ten (10) or more years of experience supporting Air Force or Department of Defense programs.
  • Experience supporting strategic planning, implementation plans, enterprise initiatives, or organizational transformation programs.
  • Experience developing and tracking Plans of Action and Milestones (POA&Ms), implementation plans, strategic roadmaps, or similar program management tools.
  • Experience supporting the implementation of strategic plans, enterprise transformation initiatives, or large-scale organizational change.
  • Experience conducting program analysis, evaluating organizational performance, and developing recommendations for senior leadership.
  • Experience coordinating cross-functional initiatives involving multiple organizations, functional areas, and stakeholders.
  • Experience developing executive dashboards, performance metrics, strategic reports, briefings, and other decision-support products.
  • Experience supporting business process improvement, performance management, or organizational effectiveness initiatives.

Required Knowledge & Skills

  • Knowledge of Air Force Civil Engineer Squadron organization, Operations Flight responsibilities, and installation-level Civil Engineer processes.
  • Understanding of how installation-level Civil Engineer activities, including preventive maintenance, asset management, material control, equipment, and infrastructure sustainment, connect to enterprise-level strategic objectives.
  • Familiarity with strategic planning, business process improvement, performance management, and enterprise transformation methodologies.
  • Strong ability to analyze complex organizational and operational challenges and translate findings into practical strategic recommendations.
  • Demonstrated ability to coordinate and integrate activities across multiple organizations and stakeholder groups.
  • Strong project and program management skills, including the ability to manage competing priorities, track milestones, identify risks, and drive initiatives toward completion.
  • Excellent written and verbal communication skills, with the ability to produce concise, decision-ready products for senior leadership and GO/SES audiences.
  • Strong analytical, problem-solving, organizational, and time-management skills.
  • Ability to independently research and learn new technical and non-technical concepts and apply them to enterprise initiatives.

Preferred Qualifications

  • Retired or separated Air Force member.
  • Experience supporting Headquarters Air Force, AFCEC, AFIMSC, MAJCOM, or other senior-level staff organizations.
  • Experience working with Joint Staff, OSW, Combatant Commands, interagency organizations, or other enterprise-level partners.
  • Knowledge of the Air Force Civil Engineer installation-level organizational construct, including roles, responsibilities, and relationships among Operations Flight functions and external stakeholders.
  • Familiarity with Civil Engineer governance, Unified Facilities Criteria (UFC), enterprise asset management, infrastructure modernization, and installation resilience initiatives.
  • Experience developing executive dashboards, performance measures, strategic roadmaps, implementation plans, or other enterprise-level decision-support products.
  • Knowledge of business analytics, organizational performance measurement, strategic planning frameworks, or process improvement methodologies.
  • Experience evaluating emerging technologies, developing business cases, supporting technology adoption, or implementing enterprise modernization initiatives.
  • Knowledge of Civil Engineer vehicle validation, equipment modernization, or fleet advocacy processes.
  • Familiarity with enterprise asset management and infrastructure systems such as ESMS, TRIRIGA, BUILDER, or similar platforms.
